The electricity costs of a business decreased from \$12,000 one yeart to \$10,920 the next. What is the rate of decrease?

the formula i am suppose to use i believe is
amount/ base= rate/100

is this way i should do it
12,000/10,920=r/100

I seem to get the amount and the base messed up

Actually it should be
(amount of change)/(base = rate/100
1080/12,000 = r/100
r = 9% (decrease)

thank you
with all the different formulas to solve problems are the book to help some one keep them straight cause i can not seem to any suggestions
