I don't have a name is correct but number 4 is B and C which would be: It provided a procedure whereby new states could become part of the Unites States, and it established laws that gave basic rights to settlers. Your welcome I'm telling the truth I know that everyone was agreeing with I don't have a name so did I but when I turned in my test it said that number 4 was wrong and I got a 80% which is not bad but I would have liked to get a 100% so I'm not complaining and if you choose to not trust me then go ahead I'm just telling you what happened to me.
