I have two containers, one is 2ml and the other is 5ml. Which would fill both containers all the way.

I believe you are right but I would like to point out that this is a group of dumb answers.
A. A gas will fill both containers.
B. How much liquid? 5 mL liquid will fill both containers easily. It's true that it will overfill one of them but that isn't the question.
C. How much solid? Is it powdered or not? What size particles?
