Yes, you're right.
All are important, but the idea is that without physiological needs being met, there cannot be safety. And without safety needs being met, there cannot be love and belonging. Etc.
This is the basis for understanding why (for example) school-age children cannot concentrate on schoolwork if their basic (food, water, housing, clothing, safety) needs aren't being met.
