if it costs 4.5 to 7.5 cents per kilowatt-hour (wind energy) what is the price per kW?

    This makes no sense. You don't pay for KWatts. You pay for Kwatts*time, or energy. 100kw for 30 min is the same cost as 50kw for 60 min.
