    4 (10's)= 10+10+10+10 = 4*10 = 40

    5 (10's)= 10+10+10+10+10 = 5*10 = 50

    9 (1's)= 1+1+1+1+1+1+1+1+1= 9*1 = 9

    You can also rewrite the problem this way

    40 < x < 50

    This means the number has to be between 40 and 50, but it must also have 9 ones or a nine in it. This narrows down the number to 49. It is a number greater than 40 (4 tens) and less than 50 (5 tens) with 9 ones included.
