why wouldn't a higher experimental ratio of HCl increase the reaction rate for synthesis of t-pentyl alcohol?

Because the reaction occurs via SN1 mechanism. SN1 reactions do not depend upon the concentration of the nucleophile; they only depend on the concentration of the substrate (t-pentyl alcohol).
