    which would be C( (-10+4)/2 , (-2+6)/2 )
    = C(-3,2)

    radius is √( (4+3)^2 + (2-6)^2) = √65

    equation:
    (x+3)^2 + (y-2)^2 = 65

    a. x+10 = 1/2(4+10)
    X = -3.
    y+2 = 1/2(6+2)
    Y = 2.
