we have tried everything and it's not working out for me

is that 3x or 3*6

because 8+3*(6-4)-1=13 works.

    8+3*(6-4)-1=13
    8+3*(2)-1=13
    8+3*2-1=13
    8+6-1=13
    14-1=13
