    mL x M = mL x M
    mL x 4.00 = 30.0 x 0.800
    mL HNO3 stock = (30.0 x 0.800/4.00) = 6.00 mL.
    So, measure 6.0 mL of the stock 4.00 M HNO3 and add enough water to make 30.0 mL final volume. That will be very close to 24 mL (30.0-6.0 = 24.0 mL) of water.
