    One way ofinterpreting this is to explore the effects of cruelty and possible responses to the cruelty. In other words, it might involve the creation of a legal system — police, courts and jails. It might involve creation of other organizations like Greenpeace.

    On the other hand, you might be talking about the direct effects of the various acts of cruelty on the victims or environment.
