  1. 0.354 as a decimal; however, I don't understand the "because" part of your question.

  2. When you need to multiply or divide by some percentage, you must first convert it to a decimal.

    For example, if the sales tax in a county or state is 8.75%, then you multiply the total of the taxable items you purchased and by .0875 in order to get the sales tax amount to be added to the order.
