I wrote an answer about an hour ago but it didn't post for some reason. I found one interesting site from the UK and good examples of halogen addition to double bonds but nothing abuot how an ether group would affect the rates. I think you are correct about the questions from Lindz; I am positive this is the key. Last night I read what I could on the Internet and in a trext I have at home, then winged it.
