1. He refused to go over to Japan. [O]

2. He rejected going over to Japan.[What about this one? Is it correct or incorrect?]
3. He rejected to go over to Japan.[X]
=================================
Would you check the use of verbs, refuse and reject? A to-infinitive doesn't follow the verb 'reject', right? What about using the ing-form?

#1 is correct; #2 is OK, but awkward; #3 is incorrect.

The verb "reject" needs a direct object, preferably a noun or pronoun.

He rejected the idea of going to Japan.
