  4. No, I don't think so. B is confusing to me. Does it mean that the quotation IS in the works cited page, or not? In either case, it means the quotation is improperly cited. The quotation marks indicate the writer is not claiming the words to be his/her own. The same with C. It indicates improper citation, not plagiarism. Quotations must always be in quotation marks and properly cited.
