Under the Articles, each state sent one delegate to Congress. Thus each state, no matter size or population, had one vote. Congress did have the power to declare war. It could appoint military officers, coin money, and operate post offices. It was also responsible for foreign affairs and could sign treaties.

  4. That's why the Constitution mandated two houses of Congress. The Senate has two representatives from each state. The House has a representative for each so many voters.
