    Formula:
    a^2+b^2=c^2

    (it doesn't matter which number is in a or b, as long as the bigger number is on c)
    8^2+15^2=c^2

    8*8....15*15
    64+225=c^2

    √289=√c^2

    17=c

    That is how I got 17 as the answer.

    Further explained:
    The question said, "Mrs. Clarkson designed a *rectangular* garden." The problem also said, "What measure is closest to the length of the *diagonal* walkway?" This basically means that she has a Pythagorean Theorem problem. If you split that rectangle diagonally you get two triangles.

    So yes, you are correct for the fourth.
