Why is it important to consider inversely the nexus between theory and policy?

It is far more important to consider writing skills and clarity of communication. Can you possibly explain the meaning of consider inversely the nexus?

Hmmm. "... consider inverseley the nexus ... " Does that mean to consider the nexus between policy and theory rather than the nexus between theory and policy???
