How does the ROman empire work?

It worked for several centuries, but not anymore. Recommended reading (or viewing): I, Claudius. The HBO Series "Rome" makes a watchable soap opera out of the BC period of the Empire.

The Roman Empire was replaced by the "Holy Roman Empire", which didn't work very well either.
