government rephrase

congress under the articles of confederation could not levy tax or regulate trade. then the constitution stepped in and said congress could tax and trade with other nations. i want to know how giving rights to congress helped the nation. i know taxing helped the country out of debt but what else. i kind of need more

This sentence would be less awkwardly phrased by simply moving the adjective phrase to the very beginning of the sentence -- thus:

Under the Articles of Confederation, Congress could not levy taxes or regulate trade.

Phrased this way, the subject is not separated from its verb, and the sentence reads more smoothly.

It sounds as if the Constitution were a person -- it "stepped in and said ..." That's just not good phrasing in an academic paper. It would be better to write that, once the Constitution was accepted, the federal government "could tax and trade ..."
