I need an equation for L that satisfies the given geometric condition.

L has a y intercept (0,3) and is parallel to the equation y = 2/3x+1

Please take me step by step so I can understand.

well they would have the same slope 2/3x

except this line has a y intercept of 1, not 3

so you put 3 in for 1 and you have you line
