Gerrymandering provides representation to minorities who, without it, would not be represented in the House of Representatives, but at the same time packs minorities into a district without regard or concern.

True?

In the book it says " To provide representation to minorities who without it would not be represented as effectively in the House of Representatives. Despire this well intended goal others argue that the packing of minorities into majority minority districts simply concentrates minority votes creating a countrywide government that is less responsive to minority concerns."

  1. I believe you're right. Our Republican Congressional representative represents an oblong rural district which gives Republicans more votes, but renders the couple of Democratic cities somewhat impotent.
