What is the effect of industrialization on population growth rates?

My text says that industrialization decreases birth rates, but it discusses a graph in which the population grows after industrialization. Does this mean the answer is C. it increases growth rates? Thanks

    The reason is because as a society becomes more industrialized it also creates a surplus in food. Since there is a surplus in food the population also grows. So the more industrialized the society, the more its population grows.
