Yes, it's United States when it comes to any national issue, as in anything that affects more than one locality or all localities.

Specific goods and services? If you mean (or the question means) things like fire department, police, etc., local is usually best equipped. It depends on the service, though. National defense (clearly a government service) is best provided at the national level. Disaster relief as in case of a hurricane or a massive flood is usually a combined effort of local, state and federal agencies and services. Sometimes local resources are not great enough to meet even local needs, so national agencies like FEMA may be called on to assist. This is not a very good question, really, because it depends on the situation as to which level of government is best equipped and able to provide the needed service.

It depends on the jurisdiction, too.

Forest fires in national forests are usually fought by the federal government because it's federal land. Local agencies get involved, too, when the fire spreads or needs all available manpower to control, as is the case with the fires now raging in the West (California, Washington, etc.) On the other hand, a house fire in a city or a town is handled by the local fire department.
