In the second sentence, This is a clear proof ..... make the noun clause the object of the preposition "of"

The first one is wordy. "The fact is that" should be deleted, and you should simply say what you are going to say.

Wordy: The fact is that not all children read at age 6.
Better: Not all children read at age 6.

"This is clearly proof" -- problem is that "this" doesn't have a clear antecedent. What is "this"?
