Can someone explain how to do this?

the center of the circle is the midpoint of the diameter: (3,2)
The length of the diameter is √(14^2+8^2) = √260 = 2√65
so, the radius is √65
That means the equation is
(x+3)^2 + (y2)^2 = 65
