I think that it's D. Can anyone verify?
I don't know what your text says. Military spending did increase during the Reagan administration, but mostly in opposition to the Soviet Union. I think there is a better answer, but double-check your text.
As that wiki article points out, most of the Iranian sponsored terrorism was directed to countries in the Middle East, especially those in squabbles with Israel or in some alliance with the United States, so the main thrust of the terrorism was only indirectly aimed at the US. I agree, you better check your text on this.
My textbook is pretty basic- it doesn't go much into spending and exactly what went on. I doubt it's anything that needs some deep study. I will check my textbooks though, and I might get in contact with my teachers. This is the only subject where they regularly review questions and take them off the assessments, so even they realize their questions don't make much sense.
