Ms Sue.. this is just a synopsis of what the candidates said
Ansari said the biggest challenge is balancing the costs of services with revenue shortfalls, Farrell said finding ways to do more with less and saving on costs, Ford said reduction of revenue while maintaining quality services, Ford said how to keep young families, professionals, entrepreneurs in the city of portage Reid said complacency, Urban says the loss of personal property tax, and Strazdas says budgeting.

So it sounds like most agreed that balancing the costs of services is the biggest challenge.

so could I say
Portage City Council candidates say that cutting costs of services is the main challenge.
