Using the four-step process find f(x)= 13

I know it is 0 and how to do the 4-step process, I just don't know how to do it without an exponent. Help please!

• Calculus -

f(x+h) - f(x) = 0
because f is a constant
f(x+h) = 13
f(x) = 13
