write an equation of the line parallel to the line given by 3x-2y=8 and having the same y-intercepts as the line given by 2y+3x=-4

ok first figure out the y intercept of the 2nd equation.
2y+3x=-4
2y=-3x-4
y=-3x/2-2
so y intercept = -2
then change equation 1 into y-intercept form:
3x-2y=8
-2y=-3x+8
