Um..... I thought it was because he was the symbol of preventing wildfires, but I thought it had to be bigger than that. I know he is trying to promote stopping wildfires to save our ecosystem, but the popularity question confuses me. I mean, I pretty much know, but I can't word it correctly.
I think his popularity is due to brilliant marketing. The site I posted for you uses a scene from Bambi that appeals to everyone. Smokey the Bear is cute and memorable.
