I need help understanding how to ask/answer questions using the word 'Que'.

If the question is ?Que' estudias tu'? is the correct answer: 'Yo estudio ___' and then whatever you're studying or could I simply answer 'Estudio ____'

Also, in these questions, does one add the gerund form to verbs? As in, ?Que' mira el?' Would I answer: 'El mira television' or 'El mirando telvision?

Yes, it is! Either "Yo estudio" with the subject pronoun or just plain "Estudio" says the same thing.

Look closely at the question ¿Qué mira él? Often the verb is the same in the answer: él mira....... In any event, the verb in the question is the Present Indicative and your answer will be as well. You have no reason to use the Present Progressive, which is a form of estar with the gerund ('ndo form).
