Yes. Your part 2 answer is correct. :)
I'm sure there's a formula for your next question, but I don't know it. Try trial and error  starting with six $1.00 stamps + one $2.50 + one $1.20 = $9.70. What are the most stamps you can use to make up the $16 difference?
