16 is less than or equal to 2x = 8<10
I'm going to assume your problem was meant to be this:
16 ≤ 2x + 8 < 10
If so, start by subtracting 8 on all sides:
16  8 ≤ 2x + 8  8 < 10  8
24 ≤ 2x < 2
Now divide everything by 2 to get x by itself:
24/2 ≤ 2x/2 < 2/2
12 ≤ x < 1
Graph on a number line.
