The narrator calls the policemen villains because he believes that they are persecuting him and trying to make him confess to the murder he committed. He sees them as adversaries who are trying to uncover his guilt and bring him to justice. In his paranoid and delusional state, the narrator views anyone who challenges him or questions his motives as a villain out to get him.
