After gaining independence from British rule in 1947, India was left with a primarily agrarian economy that was largely underdeveloped. The government recognized the need to modernize and industrialize the country in order to improve living standards, create jobs, and reduce reliance on imports. Focusing on heavy industry was seen as a way to rapidly accelerate economic growth and build the infrastructure needed to support further industrial development. Additionally, heavy industry was considered essential for national defense and to establish India as a major player on the global stage.
