The Constitution gives Congress the power to declare war, not the president. Thus, the president is prohibited from committing troops to a foreign war without the approval of Congress. Additionally, the War Powers Resolution of 1973 requires the president to notify Congress within 48 hours of committing troops to a foreign conflict and to withdraw them within 60 days if Congress does not authorize the deployment.
