I believe the development of African and Black American counter movements was inevitable due to centuries of oppression, discrimination, and institutionalized racism that necessitated a response from marginalized communities. The struggles faced by African and Black Americans have been a constant force pushing for resistance and advocacy for equality, making the development of counter movements ultimately unavoidable.
