The Electoral College is a group of people who vote to choose the President of the United States. Each state has a certain number of electors, based on how many members of Congress they have. These electors are chosen by the political parties in each state. The Electoral College reflects the will of the people because the electors vote based on how the people in their state voted in the presidential election. So, the candidate who wins the most votes in a state gets all of that state's electoral votes.
