The rules of soccer, also known as the Laws of the Game, were originally proposed by the Football Association (FA) in England. The rules were first established in 1863 when a group of representatives from various football clubs and schools met at the Freemason's Tavern in London and formed the FA. These rules were then set as the standard for the game of soccer.
