Metics did not have the full rights of citizens primarily because they were foreigners. Metics were permanent residents of ancient Greek city-states who were not citizens by birth. While they had some legal protection and were allowed to participate in economic activities, they did not have the same political rights and privileges as citizens. They could not participate in governance, hold public office, or engage in certain cultural or religious practices reserved for citizens.
