Who creates an enforce criminal laws?

State, powers or federal powers?

Both state and federal powers are involved in creating and enforcing criminal laws. In the United States, criminal laws are established at both the state and federal levels. State legislatures create and pass laws that apply within their respective jurisdictions, while the federal government creates laws that apply throughout the entire country. Law enforcement agencies at both levels, such as state police departments and federal law enforcement agencies like the Federal Bureau of Investigation (FBI), are responsible for enforcing these criminal laws.
