Which of the following is necessary to propose a new amendment to the Constitution?

In order to propose a new amendment to the Constitution, the following is necessary:

1. Support from two-thirds (or more) of both the House of Representatives and the Senate, or
2. Support from two-thirds (or more) of state legislatures, which can then call for a constitutional convention.
Note: Once a proposed amendment has been approved by either of these methods, it must be ratified by three-fourths (or more) of the state legislatures or by conventions in three-fourths (or more) of the states.
