Representatives to the upper house of Georgia’s first legislature were selected by appointment. The governor at the time, John Adam Treutlen, appointed individuals to serve in the upper house, known as the Senate. This practice of appointment continued until the adoption of the state constitution in 1789, which introduced a system of elected representatives for both the upper and lower houses of the legislature.
