North Korea's response to President George W. Bush's 2001 threat to stop negotiations was to withdraw from the Non-Proliferation Treaty (NPT) in January 2003. They also later announced that they had successfully tested a nuclear weapon in 2006. This withdrawal and testing were seen as a direct challenge to the United States and the international community.
