Turbines for hydroelectric dams are located far below the top of the dam to take advantage of the gravitational potential energy of falling water. The pressure and force of the falling water turns the turbines, which then generate electricity. If the turbines were located at the top of the dam, there would not be enough gravitational potential energy to generate electricity effectively.
