They feel nothing for the children they care for. Jonas on the hand actually cares about Gabriel. He helps him to fall asleep each night and even risks his life and the entire plan just to save him. He loves Gabriel and cares for Gabriel and would never release any child. Therefore he is more nurturing than the Nurturers.
