-Explanation-
(I can see where you would get confused and think roses
to tulips. But you add the number of roses and tulips and then
put roses to the Total number of flowers he has.)

4. Which ratio is equivalent to 3/7?

B. 9:21

-Explanation-
(The answer is B because, they took the 3 and multiplied it
by 3. And took the 7 and multiplied it by 3 also. It is not C
since the 3 was multiplied 4 times while the 7 was multiplied
5 times.)
