So you want to find the circumference first.

C = 2πr or (diameter)π
= 24π ft

cost = $9(24π) = $ 678.58 using an accurate value of π
or
cost = 9(24)(3.14) = $ 678.24 , using the inaccurate 3.14

You are probably using a calculator anyway, so why not use the
built-in value of π ???
Have not seen a calculator lately that doesn't have π on it, even a cheapie
dollar store one.
