This question is not limited by the use of other chemicals or machinations to achieve GOAL....
Yes, I suppose one could build a 1 square mile enclosed area and stick a vacuum pump on it. Or for that matter, there are many square miles of space above the atmosphere without any oxygen and no enclosure is required. But as for moving that "particular" part of space around I don't think so without physically enclosing it. I may have misunderstood the question, though.
